Xllth New year plan has very well recognized that the higher education is critical for developing a modern economy, a just society and a vibrant policy as it equips young people with skills relevant for the labour market and the opportunity for social mobility. It remarks that despite considerable progress during the Eleventh plan still enrollment rate in higher education is below the world average. Further wide disparities exist in enrollment percentages among the states and between urban and rural areas.
